1. The "minute" parking
In Rouen, paid parking is divided in several areas:
- Short duration limited to 2h15 in the city centre
- Medium duration limited to 4h15
- Free “quarter of an hour” areas are available in some streets of Rouen.
These two areas are available from Monday to Saturday, from 9am to 7pm. It is free on Sundays and public holidays.
In addition, the car park of St-Exupéry Sports Centre is subject to a special treatment since it is subject to a fee for more than 2 hours of parking.

Failure to pay or the absence of a valid free ticket will result in the application of a Post-Parking Fee (PPF), the amount of which is set at 25€. Partial payment will result in the implementation of a Post-Parking-Fee from which the amount of the payment already made will be deducted.

When a parking meter is disabled due to a breakdown, malfunction, act of vandalism, temporary removal, or replacement, it is up to the user to pay at parking meter found in the adjacent street, or with one of the other means available (smartphone, internet).

2. The residential parking
Residential parking allows Rouen residents to receive help from a preferential parking rate, in the form of a subscription. The residential parking perimeter is divided into eleven coloured zones. To help you find your way around, each parking meter is equipped with a coloured band showing the corresponding zone.

- Daily subscription: 1,00€
- Weekly subscription: 3,50€
- Monthly subscription: 15€
- Quarterly subscription: 45€
- Half-yearly subscription: 90€

The management and the payment of the subscription are done on the same supports.

3. Parking for mobile professionals
A professional parking rate is available in Rouen. This rate is accessible on paying places in the short and medium duration parking from Monday to Saturday from 9am to 7pm.
Eligibility
This rate is open to craftsmen, non-sedentary traders, and health professionals under certain conditions.

To obtain a “Mobile Professional” parking subscription, there are 3 possibilities:

Subscribing online is done in 4 steps:

4. Free
100% electric vehicles are entitled to free car park.
The benefit from this, they must register in advance one the website www.payermonstationnement.fr and supply the necessary documents/
Person with reduced mobility benefit from free car park. They are invited to register on the website www.payermonstationnement.fr
